He is writing laws for his future empire, and naturally wears a Roman headdress as he does so. The 卷 scroll is full of paperclips that mark various important parts in the 卷 scroll. The boss will be mad when he finds out, because that 卷 scroll is an ancient treasure, and Julius is ruining it with his scribbles.
