Jimmy goes up to it and is 惊 startled because a 忄 soul comes out of the 京 capitol building suddenly. In fact, the rich kids are 惊 startled too, and run away. Jimmy, who doesn't believe in 忄 souls is 惊 startled more than anyone else.
