He 观 observes a 见 walking eye that keeps on walking back and forth on the crappy pawn shop lawn, and the 见 walking eye 观 observes him. Goofy, being goofy, falls off the 又 folding stool, so shocked he is at being 观 observed by the 见 walking eye.
