A 戋 flail is a weapon attached that consists of a pole or handle, a chain, and some sort of object at the end of the chain which you swing around. This flail has the handle at the bottom and the pointed arrow-like point at the top. The three horizontal strokes represent the chains. Think of it as a modified 戈 halberd that was converted into a 戋 flail.
