Goofy is in front of the English manor, surrounded by the public. He takes out a bunch of fins that the aristocrats wish to give away and announces they are free to the public. Everyone starts grabbing them and, in the chaos, someone accidentally rips off Goofy's elbow, which was definitely not meant for public use.
