Dracula is in the basement of the beach house on the bay. In order to prevent the sun from coming out and ruining his beach holiday (he prefers it cloudy, so he doesn't burn), he must do a special ritual each day. He gets a caliper and jams it into the sandy ground of the basement floor. Then he dances around it while wearing special sandals. He must wear sandals, or the ritual won't work.
