Mickey Mouse is inside the barn, trying to feed some seedlings to the cows, but many of them are afraid of him, since cows are often afraid of mice. So he instead takes aim with his eye and throws the seedlings into the open mouths of the cows when they aren't paying attention. His aim is actually quite good!
