[gu-] Goofy is in the [4] bathroom of the [-o] office building, trying to 過 pass over a 辶 road that divides it in two. The problem is that the 辶 road is full of 咼 jawbones (each wearing a tie), that run to and fro, making 過 passing this bathroom 辶 road quite difficult.
