It keeps on ignoring him as he says again and again "欸 HEY!". Master Chief is trying to give him a rental 欠 bill for using the beach house, but the 厶 elbow refuses to pay attention. Master Chief starts yelling again 欸 HEY HEY while poking the 厶 elbow with a 矢 dart, but the 厶 elbow does not respond.
